Footsteps change with the floor and a gunshot carries up to 200 m. A suppressor shrinks that radius.

Somewhere in the north, the plant that gave the valley its water and its jobs shut down overnight. The company left. Its private security did not: the Plant Guard still holds the plant and the container yard.
The town with its square and kiosk emptied out, and so did the housing tract built for the workers. The people who stayed took whatever they could carry — the Bandits.
At the edge of the valley, the Intendencia buys what you bring back and lends a basic kit to anyone who has nothing. You are an independent operator: you go in, you search, and you come back. Or you lose what you carried.
